The MCN DOT operates as an internal program that processes requests from Tribal Officials, prioritizes them, and fulfills them according to the available funding. The requests may pertain to various aspects such as Tribal Property, Community Centers, Schools, Bus Routes, Roads to Churches, Ceremonial Grounds, and Cemeteries.

In order to utilize Tribal Transportation Federal Funds, the project must be on the Nation Inventory.
